The Creative Worker category is basically a new name for the long-standing Temporary Tier 5 Creative and Sporting route (the UKVI simply hived off sportsmen and women into a different category), so it’s been going since 2008. It is not normally used for people to move here – the vast majority of CoS issued are for bands here on tour for a few days.
Generally, to warrant a CoS, an artist has to be of “international status” already – in other words have a fan following in multiple countries. So it’s not for new artists (and not generally for busking either!).
In terms of migration this is a useless route unless the artist only wants to be here for a year or two; because 2 years is the absolute ceiling (1 year max initially, plus 1 possible extension). Even then, the artist has to have a full itinerary with work going on at least every 14 days (bigger gaps are a big problem), so it’s not as easy as the article makes out.
