Los Angeles County is quietly changing lives with its groundbreaking Breathe program, offering monthly checks of up to $1,500 to select residents — no strings attached.
Originally launched in 2022, the Breathe initiative started as a guaranteed income pilot, aiming to test how direct cash payments could help lift individuals and families out of poverty. Unlike traditional welfare, this program doesn’t penalize recipients for earning more, and it imposes no job requirements, drug testing, or other eligibility constraints once you’re in.
The program began by sending $1,000 per month to 1,000 LA County residents for three years. It later expanded in 2023 to include 200 former foster youth, who also received $1,000 monthly payments for two years. Then in 2024, over 2,000 young adults aged 18 to 21 who had aged out of the foster system were added to the roster — this time, with $500 monthly or $1,500 quarterly stipends.
Though the application window has now closed, recipients will continue receiving funds for up to 18 months, depending on their enrollment phase. All payments are unconditional.
Supporters of guaranteed income programs say these monthly checks — unlike traditional public aid — allow recipients to save, invest in education, or plan for long-term goals. They cite stories like Darien, a single mother of five who says she’s saving up to launch her own food truck. Another recipient, Jackie, was living in her car with her daughter before the money allowed her to secure housing and plan for school.
Program officials stress that this isn’t a “handout” — it’s a “hand-up.” The goal? Empower recipients to break the cycle of poverty with dignity and flexibility.
These programs gained momentum after the Biden administration’s American Rescue Plan in 2021, which injected stimulus funds into local governments. Since then, cities across the U.S. have experimented with similar guaranteed income programs, from Sacramento to Chicago. Some even offer monthly support ranging from $500 to $2,000 depending on the region and criteria.
However, not everyone is on board. Critics argue these programs are too expensive to scale nationally and might discourage work. In response, some Republican-led states like Texas and Iowa have moved to block guaranteed income initiatives altogether, viewing them as unsustainable or counterproductive.
But the personal impact is undeniable for many of those enrolled in LA County’s Breathe program. For families teetering on the edge, that $1,500 check isn’t just a payment — it’s breathing room.
As guaranteed income debates intensify across the country, LA’s Breathe program remains a high-profile example of what happens when local governments put unrestricted trust — and cash — in the hands of everyday people.
